As one of the important pillar industries of our national economy,the construction industry has always been in a low-profit and very competitive situation.How to effectively control project cost,obtain competitive price advantage,and then to survive and develop,has become the problem that most construction enterprises have been exploring.A construction enterprises are such,however,there are a number of project cost overruns.The soon-to-be-completed x project,which had an overexpenditure of8,051,800 yuan in the third quarter of 2019,is expected to end up with a loss of about10 million yuan.Therefore,it is of great significance for the survival and development of a construction enterprise to study the problems in project cost management and the causes.This paper mainly uses the method of case analysis to spread out the full text,taking the cost control process of a construction enterprise as the clue,has carried on the thorough research to its cost overruns performance,overruns the reason and so on,and put forward the countermeasures and suggestions to further improve and optimize the fine management.The paper is divided into five parts,the specific ideas are as follows:firstly,the research status of project cost management and cost fine management is reviewed,at the same time,it expounds the theory of project cost management,project responsibility cost and fine management,which lays a foundation for the research of this topic,this paper analyzes and probes into the present situation of project cost management of a construction enterprise,it is found that there are three major problems in the current cost control system of the enterprise,namely,the lack of a special control department,the lack of responsibility cost implementation,and the absence of some systems and processes,at the same time,this paper also takes x project cost control as an example to carry out specific research.It is found that the core reasons for the bad cost management of a construction enterprise are the extensive cost management,the weak consciousness of cost control and the failure of responsibility and right mechanism,then,in view of the existing problems in the project cost management,from four aspects of the applicable conditions,the overall idea,the basic content and the specific content,this paper puts forward the improvement scheme of project cost refinement management,which takes "refinement + responsibility cost" as the core,and puts forward the measures of cost refinement management for x project,based on the project cost Refinement Management Improvement Plan of the enterprise,this paper puts forward the guarantee measures of the improvement plan,in order to solve the problems of cost overruns and poor cost management at present,perfect the project cost control level of a construction enterprise.
