Research On Performance Evaluation Of Urban Integrated Corridor Project Under PPP Mode

With the increasing demand of public facilities,the construction and use of the urban comprehensive pipe corridor is becoming more and more important.Due to the lack of funds from government departments,there is no long-term effective management.As a result,PPP mode emerged.Public-private Partnership(PPP)is also known as public-private Partnership.This concept was first proposed in 1982 by English government,its essence is the government and the private sector through signing an agreement with legal effect,the government will public infrastructure construction management and transfer to the private sector,the construction of public facilities by private investment.In the PPP mode of urban comprehensive utility tunnel construction,the private enterprise from initial planning to project the entire stage to participate in the end,thus give full play to the ability of the private enterprise management and technical advantages,so that the whole project funding to meet minimum standards.In the whole process of the construction of the urban comprehensive utility tunnel such as project feasibility,financing,construction and practical management link late need consultation with relevant government departments,the private enterprise in order to maintain the continuity of technology and capital.Based on PPP mode urban comprehensive utility tunnel project characteristics,based on the part of project performance evaluation theory,to the idea of KPI performance evaluation as the foundation,analyzes the urban comprehensive utility tunnel PPP mode the key success factors of project operation procedures,and carries on the modular analysis,established the PPP mode of urban comprehensive utility tunnel project performance indicators,and based on the matter-element analysis method to construct the project performance evaluation model,this paper introduces the basic process of project performance evaluation in detail.In the end,this paper takes the project of the southern new town of liaoyuan city as an example and makes an empirical analysis.
