Research On Operation Of PPP Mode Of Urban Comprehensive Corridor Project Based On Safety Perspective

With the acceleration of the urbanization process in China,on the one hand,the supply pressure of urban infrastructure is increased;on the other hand,the disorderly arrangement of the pipelines in the urban underground space needs to be put forward in order to make rational planning and orderly adjustment.Building a comprehensive Corridor project is an important infrastructure to ensure the operation of the city,and facing the difficult problem of financing of the comprehensive Corridor project,the PPP cooperation model will be its first choice,which can effectively alleviate the financial pressure of the government,and can draw lessons from the market experience of social capital.Therefore,the use of PPP mode to build urban underground pipe gallery will be a necessary infrastructure project for urban development in the future.In the process of urban construction,the standardized management of project safety is often neglected.As a special municipal engineering,the comprehensive corridor of the gallery covers more assets,including power,communication,water supply and drainage,heat,gas and other important urban infrastructure network facilities.Therefore,we should pay attention to the characteristics of safety in the practical application of comprehensive pipe gallery.Based on the security perspective,this paper will study the operation of PPP mode of urban integrated Corridor project.Through the literature research,cross disciplinary research,case study and so on,the key links in the operation process of PPP model building comprehensive corridor are combed,and the problems of hidden security problems are emphatically analyzed.The following conclusions and suggestions are given.1)combined with the actual situation of China,the construction of comprehensive pipe gallery project by using PPP mode will be of great significance for urban development.In the process of planning and executing projects,we should pay attention to the safety factors of projects,which can not only guarantee the smooth implementation of projects,but also better serve the public.2)to integrate the concept of safety management into the cooperation mode,and through the analysis of the subject of responsibility,supervision system and risk control in the PPP model,the cooperative model of the PPP project is discussed,that is,the more applicable BLOT model is recommended.Highlight the "lease" link in the project,attach importance to good cooperation with pipeline units,and pay attention to asset resources in underground space.At the same time,it is also an important factor to ensure project safety.3)through the analysis of the safety characteristics of the urban underground comprehensive Corridor project,the overall safety grade of the project is summed up,and the operational suggestions for the operation of the PPP cooperation model for the planning of the comprehensive Corridor project are provided.According to the analysis of the types,quantity and mutual influence degree of pipeline in the corridor,it compares the structure level of the construction planning in the actual case project,and confirms the importance of the construction of the comprehensive Corridor project by using the PPP model.
