Tank Containers Of Dangerous Chemicals Road Transport Risk Assessment Study

The use of tank containers provides a safe, economic and straightforward method of bulk cargos transportation. Tank container has remarkable advantage over drum and tank track. With the quick development of chemical logistics in China, far more tank containers are applying for road transportation of bulk cargos. Tank container would turn into the main mode of bulk transportation with taking the place of drum and tank track.Over the recent years there occurred many severe accidents on hazardous chemical materials transportation, which caused badly damage on life and properties. Government and academe paid much attention to safety management and risk assessment. But study on risk assessment in transportation at home had a late pace, and tank tracks are still the main assessment objectives. Few studies and researches are focused on risk assessment of tank containers. In this paper we analyzed the characters of hazardous chemical materials transportation on road by tank containers. According to the choose principles and procedures of risk assessment methods, we use quantitative risk assessment as the main model.In this paper theories and methods of risk assessment were briefly reviewed, and a new method for quantitatively assessing risk during hazardous materials road transportation was consequently developed. The integrated model for calculating individual and social risk were established by introducing modifying factors known as hazardous materials factor, conveyance and equipments factor, driver factors as well as safety management factors. The functional relationships of factors were accordingly established. Moreover, simplified methods for calculating consequence of accidents in both individual and social risk were also developed.From the study of the paper, we could get the conclusions that hazardous chemical materials road transportation by tank containers is able to reduce both the individual and social risk effectively, and improve the level of safety management.In the paper we analyzed the risk factors of tank container transportation, and developed the risk assessment model. Hazardous chemical materials road transportation by tank containers will show great meanings in dealing with transportation risk reduction, safety land planning, and safety management improvement.
