Study Of Safety Management Strategy Of Road Transportation Of Hazardous Chemicals

With the rapid development of social economy and chemical industry,the booming domestic hazardous chemical market leads to an increase of transportation of hazardous chemicals.High mobility,flexibility,fast turnover and good adaptability to market makes road transportation the most common mean of hazardous chemicals transportation.Several major accidents of road transportation of hazardous chemicals have brought great loss to human lives,properties and environment,and have attracted attentions.How government should supervise and how the transportation companies should guarantee safety of hazardous chemicals transportation have become a problem.Currently,though safety management of hazardous chemicals transportation has improved,further exploration and development is still required.120 incidents of hazardous chemicals road transportation were statistically analyzed to study problems lied within the system and mechanism of safety management of hazardous chemicals road transportation.Safety management of hazardous chemicals road transportation were then compared between China and EU,U.S.and some world organizations in three aspects,which are safety management mode,mechanism,laws and regulations,to identify the gaps in government supervision,company management and emergency response.Specific suggestions were proposed accordingly for safety management of hazardous chemicals road transportation.This thesis has several innovations.Firstly,through statistical analysis and accident cause analysis of hazardous chemicals road transportation,problems of current management system were identified.Secondly,safety management of hazardous chemicals road transportation were then compared domestic and abroad in three aspects,which are safety management mode,mechanism,laws and regulations,to identify the problems and gaps.Thirdly,main frame,suggestions and strategy of hazardous chemicals road transportation management system were raised from both government and company perspective.Last but not least,a safety database of hazardous chemicals road transportation including basic knowledge,laws and regulations,chemical MSDS,packing information,emergency responses was proposed.
