Research On Delicacy Management Of Environmental Sanitation In Beian Development Zone Of Putian City

The quality of environmental sanitation is an important symbol of urban modernization and also an embodiment of urban civilization.In recent years,with continuous progress made to realize a national civilized city standard by various cities around the nation,environmental sanitation has been paid more and more attention by local governments at all levels.As a public service that the government provide for the masses,how to effectively strengthen the management of environmental sanitation,improve the quality of public services and meet the people's growing demand of living environment quality are not only the vital content of solving people's concerns,but also the important responsibility of the government.At present,Putian focuses on the goal of building a industry-attractive,business-friendly and livable city.Taking the opportunity of realizing the national civilized city.Putian aims to become a livable port city and beautiful city as well as a demonstration zone for Beautiful China by means of complex management which emphasizes an overall improving in urban management,especially the sanitation situation.This paper states both in theory and practice,taking the fine management of environmental sanitation in the economic development zone of Meizhou Bay Beian Economic Development Zone(below called the Development Zone)in Putian City as an example.To better understand the status quo of delicacy sanitation management in the Development Zone,we conduct the investigation through field visit,information check and personal interview etc.Firstly we have an introduction of the sanitation management in the Development Zone from the traditional to the fine process,which stresses more on the objectives,methods,assessment and responsibility of the implementation of the fine management of environmental sanitation.Secondly,we use the fine management theory and public product theory to analyze the existing problems appearing in the fine management such as lack of coherent management system,inadequate investment of sanitation fine management,and obvious differences between urban and rural sanitation.Meanwhile,we analyze the causes of problems.Finally,we take successful experience of environmental management in some cities both home and abroad,to put forward some suggestions for the delicacy management of environmental sanitation in the Development Zone such as to strengthen the delicacy management concept,to improve the delicacy environmental sanitation management system of Development Zone,to address the environmental sanitatiom management funding issues,to standardize the supervision and evaluation mechanism etc,which will be a feasible reference for the government to make scientific decision and reach the goal of building a clean,beautiful and livable urban sanitation environment.
