The Research On Emergency Disposal Methods In Yangtze River Downstream Channel

Water traffic accidents will have a serious impact on waterway and navigation conditions,personnel safety,safety of navigation vessels.It is an important guarantee for the safe navigation of the ship,which can effectively reduce the harm caused by the accident and disaster.Based on the statistical survey,this paper studies the disposal plan of the downstream channel of the Yangtze River.The main results are as follows:(1)Based on the research background of the lower reaches of the Yangtze River,this paper studies the current situation of water emergencies at home and abroad,and the related theoretical research basis,and defines the channel emergencies.According to the statistical conditions of the natural conditions of the lower reaches of the Yangtze River,the recent evolution of the channel and the characteristics of the channel maintenance,the paper summarizes the characteristics of the natural conditions of the lower reaches of the Yangtze River,such as the complicated natural conditions,the difficulty of siltation and the difficulty of channel maintenance.(2)The proportion of the Yangtze River downstream channel typical emergency reasons were counted,and the characteristics of emergency were analyzed.According to the characteristics of the Yangtze River waterway maintenance objects,the channel emergencies were divided into four aspects,beacon emergencies,navigation problems caused by waterway traffic accidents,channel maintenance emergencies,regulating structure emergencies.(3)Relevant suggestions were put forward according to the Yangtze River downstream channel environments and the characteristics of the downstream channel emergencies,based on the theory of emergency and risk management.Relevant suggestions inciuded the optimization design of berthing base corollary equipment,the optimization of berthing base layout scheme,the quantity and performance requirements of beacon vessel and surveying vessel,science and technology channel platform function and so on.(4)Based on the theory of crisis management and risk management,the emergency disposal principle of Yangtze River downstream channel was proposed,which including the information transmission,disposal process,disposal methods of four types of emergencies.In order to properly handle emergency follow-up work,six parts after emergency are formulated,from aspects of eliminating extension influence,ensuring the safety of navigation,maintaining channel department image,etc.The research results in this paper have an important guiding significance to maintain orderly navigation in Yangtze River downstream channel,which can create a good social atmosphere.
