With the increasing transport volume of the Yangtze River, the water trafficaccident rate is becoming higher and higher. Efficient emergency resource schedulingis an important guarantee of the Yangtze river shipping safety, and the fast andreasonable scheduling can significantly improve the time efficiency and resourceutilization of the emergency rescue. But most of researches on emergency resourcescheduling are based on the land environment and can not apply to the water and landgeography of the Yangtze River key segments well. Besides, the schedulingoptimization goal is always single and mostly aims at the emergency time or therescue cost.To these problems mentioned above, this article makes a research on theemergency resource scheduling based on the Yangtze River key segments water andland geographical environment from the two aspects of the emergency resourcescombination planning and transportation. The specific contents are as follows:(1) Study the background of the Yangtze River key segments emergencyresource scheduling. This paper analyzed the accidents type and level as well as theemergency resource requirement and layout of the Yangtze River key segments, andbuilt the Yangtze River water and land geographical environment network diagram asthe main data source of this article.(2) Build the Yangtze River key segments emergency resource scheduling model.This paper analyzed the common two-stage model and two-objective model, and builtthe improved Yangtze River key segments emergency resource scheduling T-N-Lmodel adding the emergency organizations level consideration factor. Taking the time,cost and effectivity of the Yangtze River emergency rescue into consideration, theT-N-L model take the shortest response time, the least emergency organizations andthe highest emergency organizations level as the objectives.(3) Solve the Yangtze River key segments emergency resource scheduling model.the T-N-L model is a multi-objective model with constraints. This paper analyzed theideal point decision-making method, non-inferior solution method and evaluation function method of the multi-objective optimization, put the T-N-L model intosingle-objective optimization and adopted the genetic algorithms to figure out it.Most applications of genetic algorithms adopt a straight forward penalty functionmethod in handling constraints. This method must set right values of the penaltyparameters to work well. However, It is difficult to find the appropriate penaltyparameters to make the search converge to the feasible optimal solution. This paperadopted a constraint handling method which is based on penalty function method butdo not require any penalty parameter.(4) Apply the Yangtze River key segments emergency resource schedulingmodel. This paper verified the rationality and advancement of the T-N-L model byusing the data of the Yangtze river in Wuhan section and applied the model to thedesigned and implemented Yangtze River key segments emergency resourcescheduling system.
