Since the 21 st century,government at all levels in our country,is generally increased investment in public construction projects to maintain the stable development of the society,economy and culture,especially the construction of highway engineering infrastructure that contact all over the country's economic lifeline.It drives the development of Chinese regional economy,creating a huge benefit for the national economy.Due to the light and flexible nature of highway transportation,it plays a pivotal role in the modernization process of China.Recently,as the need for Chinese economy developing steady,the requirement for the people's happiness life,and the people demand for highway transportation gradually increase,China's investment in highway transportation and the total mileage of highways has continuously increased.The rapid development of highway engineering construction projects has enabled China's highway infrastructure construction to achieve a leap-forward development and the road network has expanded rapidly.However,every coin has two sides,the highway engineering project as well.While the highway project has created huge revenue for the national economy,it has caused frequent accidents at the construction site due to its complexity,limited investment in security,and unreasonable allocation of resources,which has brought immeasurable losses to the country and society.Only by further perfecting the highway construction safety management system and maximizing the operational effectiveness of the safety management system can we create a safe working environment for project personnel and reduce construction safety accident rates.Therefore,this article intends to improve the project's safety management level from the perspective of constructing a safety management system for highway construction and input allocation.Therefore,in order to set up reasonable safety management system in highway engineering construction,and to maximize the operational effectiveness of the safety management system with allocating resources,this article,by looking over a large number of relevant references,has had a knowledge of the current status of safety management in highway engineering,and defined the concepts of safety management in highway engineering,safety management system.Based on the experience of predecessors,this article has summarized the reasons of safety accidents in highway engineering construction by the Fishbone Diagram.The reasons are divided into four major factors-environmental factors,human factors,management factors and the factors from materials and mechanical equipments,which have been described in details in the article.Then,with the Fishbone Diagram,the PDCA is used to build up a set of reasonable safety management index system in highway engineering construction.The index system includes four first-level indicators,13 second-level indicators and 42 third-level indicators.Targeted questionnaires were given out to the relevant workers from a tunnel highway project in Yunnan Province.According to the collected datas,calculate the primary and secondary indicators' weights by the AHP.And making use of system dynamics,establish safety management system in highway engineering construction and analyse it.We can draw the following conclusion through research.Firstly,the reasons leading to safety accidents in highway engineering construction can be seen primarily as the unsafe bahavior of someone,the unsafe state of something,the unsafe in the environment and the lack of management.So the safety management system in highway engineering construction can be divided into 4 factors-management,human,environment,materials equipments,including 4 first-level indicators,13 second-level indicators and 42 thied-level indicators.Secondly,with the increase of safety input,the higher the safety management's efficiency in the construction site is,the shorter the time taken to achieve the desired safety production goal gets.Thirdly,the process of improving the safety level in highway engineering construction is time-consuming and slow.With the increase of input,the speed of improving safety management level and the growth of productivity is gradually increasing.Fourthly,keeping other subsystem of safety management system unchangeable,increasing safety investment in one of the subsystems can improve the level of the safety management in highway engineering construction,and shorten the time of the desired level of safety management.At last,in order to maximize the utility of the safety management system in highway engineering construction with limited security investment,we need put the investment into each subsystem reasonably.The proportion of the investment input into each subsystem can be list from big to small as followings: the management factors,the human factors,the materials and equipment factors and environmental factors.
