Research On Risk Management Of Equipment System Maintenance Outsourcing In Tianjin Metro

The construction of subway has been developed rapidly in our country nowadays.Tianjin metro has achieved preliminary network operation,new lines and extended lines are continuing to be constructed.There are a lot of drawbacks in the process of construction and operation,such as safety lack of personnel safety awareness,the quickly update equipment technology,technical staff shortages.Because of its advantages,such as lower cost,less human management pressure,and avoid more risks,outsourcing maintenance has become a popular pattern in the current domestic maintenance mode,although there are many advantages of outsourcing,but there may be a lot of risks that are hard to predict.How to avoid all kinds of risks in outsourcing maintenance mode,how to manage the risk of the contractor have became the important work and research topics of every subway operating company.Based on this research background,this paper firstly introduces the general situation of Tianjin metro equipment system outsourcing maintenance,and then through building the whole stage of outsourcing process,identifies the main risks of Tianjin metro equipment outsourcing maintenance by Delphy method.Combined with the risk assessment matrix and Borda ordinal value method,the quantitative evaluation and ranking of the risk events are carried out.Finally,based on the risk assessment,aiming at the three key risks of Tianjin metro equipment outsourcing,imperfect contract risk,outsourcing decision risk,outsourcing maintenance quality risk,the corresponding countermeasures and solutions are putted forward.The aim is to improve the ability and level of the equipment maintenance project management of Tianjin metro operation company,and to control the main risks effectively.Although this paper is to analyze the risk of Tianjin metro equipment maintenance outsourcing,but the establishment of the outsourcing project,the whole process of risk management,some general risk coping strategies,also provides theoretical and practical basis for the implementation of similar projects for other enterprises in the same industry,which has a certain reference significance.
