Mountainous Villages And Towns In Rongshui County Under The Concept Of Humanism Land Spatial Planning Response

During his inspection in Pudong New Area of Shanghai,General Secretary Xi stressed that "people’s cities are built by the people,and people’s cities are for the people".This conclusion shows that whether they meet the needs of the people should be taken as the standard for judging and guiding urban planning and construction.At present,the country is in the stage of combining the theoretical framework and practice of the land spatial planning system.The land spatial planning at the provincial,municipal and county levels is advancing in an orderly and continuous manner.However,the township level land spatial planning,as the most important basic level of the "five levels and three categories",has just started,and mostly focuses on the developed areas in the East,It is difficult to meet the efficient transformation needs of most mountain towns in China.Rongshui county is located in the mountain area of Northern Guangxi.It is a typical mountain county.Its mountain towns and townships represent their unique charm under the joint action of natural and non natural forces,but they are also facing various "Humanistic dilemmas".In order to solve this problem,based on the research results of humanistic concept and spatial planning at home and abroad,this paper takes the mountainous villages and towns in Rongshui County as the research object,takes the land spatial planning under the humanistic concept as the starting point,summarizes the key points of the implementation of the land spatial planning of mountainous villages and towns,and finally optimizes and condenses the key points combined with the demonstration of a typical case Xiangfen township.This paper is mainly divided into the following parts:The first part is the first and second chapters of the paper.This part first points out the research background and practical demands of this paper,defines the research scope of this paper,defines the relevant concepts and puts forward the research framework.Secondly,around the topics of mountain towns and spatial planning and township land spatial planning,this paper summarizes the literature review at home and abroad,compares and summarizes the case experience of land spatial planning of mountain towns and plain towns,and lays a theoretical foundation for the later research.The second part is the third and fourth chapters of the paper,which is the part of clarifying research problems and selecting methods.This part combs and summarizes the overall general situation and characteristics of the development of mountainous villages and towns in Rongshui County,and explores the action mechanism of various factors affecting the development of mountainous villages and towns in combination with dosadiadidis’ s human settlement theory.It is found that the mountainous villages and towns in Rongshui county are faced with dilemmas.Then,it combs the planning ideas and cases integrating the humanistic concept at home and abroad,extracts the common humanistic concept in the guidelines for the preparation of township land spatial planning in various provinces and cities,and forms the ideological basis of land spatial planning under the humanistic concept.According to this idea,the land space planning of mountainous villages and towns under the humanistic concept is defined as: taking human society and natural ecology as a whole,using,distributing and allocating the whole land space of mountainous villages and towns through the vision,evaluation,optimization,control and repair system of land space planning,so as to maximize the overall interests of "urban people".Then,according to the intensive,balanced and healthy needs of the development of mountainous villages and towns,determine the planning connotation.Finally,the key points of planning implementation are discussed from the five points of "strengthening implementation,giving priority to ecology,overall planning,smart development and paying attention to implementation".The third part is the fifth and sixth chapters of the paper,which is the empirical research and summary part.This part selects Xiangfen township of Rongshui County as the empirical research object,aiming at the realistic humanistic dilemma of the mountainous landform of Xiangfen Township,which restricts the development of cultivated land,the shortage of land resources,the obstruction of development,the low degree of industrial development,the public service facilities to be developed and improved,and the need for efficient development with the integration of Rongshui county and Liuzhou city According to the five implementation points,the practice of land spatial planning of Xiangfen township is carried out from the five levels of framework index,spatial pattern,industrial economy,facility landscape and guarantee implementation,and the three-point planning strategies of regional coordination,resource regulation and demand response are summarized,so as to provide reference ideas and models for land spatial planning of mountainous towns in Rongshui county.
