Restriction Of Land Use Control And “Stock Planning” In The Perspective Of Urban Transformation

Urban transformation indicates the great and generally structural change.Investment driven mode dominates the process of Chinese urban development,pushes the process of rapid industrialization and urbanization process,and finally creates the economic miracle.But on the other hand,the extensive mode results in many problems of resources,environment,society… a more sustainable development routine is necessary.Land policy is a key measure of nationwide macro-control of economic and society development to protect resources,promote economic transformation.In the 21 st century,Chinese central government strengthens the control upon land use,aimed to promote the transformation of urban development from the extensive to be more intensive and efficient.In the perspective of the reinforcement of land control,this paper puts forward two concepts: stock,stock planning.The stock is the total amount of the urban and rural construction land which can be used for urban development in a period in the restriction of the land use planning.And the stock planning means the coordinating and planning of the use of the stock land.In consider of the restriction of land administration system and land use planning,stock planning includes the following:(1)coordination of the land use between urban and rural area in the administration area level;(2)adjustment of the shape and layout of construction land;(3)use planning of the construction land.In the analysis framework of stock and stock planning,space planning practices in the present such as “three planning in one” and urban master planning can be interpreted.They can be regarded as a respond to the issue of stock.Then this paper will analysis and discuss “three planning in one” and urban master planning,including their backgrounds of composed,key issues and details.By doing so,we can strengthen our interpretation about the meaning and practice about “stock planning”.Further,paper will discuss more deeply by giving an example of Xinhe,Hebei.
