In the process of " southern Jiangsu model" transforming to the "new southern Jiangsu model",the industrial structure of townships of southern Jiangsu,is transforming from the secondary industry to the tertiary industry.After experiencing the incremental stage of industrial land by running enterprises by land ? incremental expansion of industrial land in the town industrial park?tapping the potential of industrial land under the guidance of "three concentration" policy,the townships of southern Jiangsu form some idle,inefficient,irrational use stock of industrial land.The redevelopment of stock industrial land will release a substantial number of land resources for the development of urban construction.Firstly,based on the redevelopment perspective,according to the relevant state policies and regulations.The text defines the redevelopment stock industrial land.Based on spatial distribution,The text divides the stock industrial lands into three types,such as stock industrial lands decentralizing in the center of township,stock industrial lands decentralizing on the edge of township and stock industrial lands in the town industrial park.The text analyzes the unreasonable function layout,and low benefit of stock industrial lands decentralizing in the center of township;analyzes the unreasonable layout and the uncertain future use of stock industrial lands on the edge of township;analyzes the inefficient utilization and a large number of idle land of stock industrial lands in the town industrial park.Then,this paper analyzes the dilemma of the redevelopment of the stock industrial land in the townships of southern Jiangsu from four aspects: the multiple stakeholders,the plan lagging,the imbalance of land poor benefit and the market mechanism of the industrial land;putting forward the principle of benefit sharing,the principle of sustainable development,the principle of increasing land added-value benefit,the principle of combination of macro control and market allocation.Then,the paper puts forward the macro strategies such as benefit sharing,planning method according to local conditions,fully tapping the value-added benefits and regulating the stock land market.Finally,according to the current situations of the various types of industrial land,this paper puts forward some development models,such as the static blueprint redevelopment mode for the decentralized industrial land in the center of township,to realizes the one-time and efficient allocation of land resources;the gray land redevelopment model for the scattered industrial land in the township edge,to realizes the land resource optimization;the model of flexible land transfer for the industrial land in the industrial park,to develop of the industry cycle Periodicity.
