China is in a new period of development under the background of new normal.In order to solve the shortage of land resources,the development of the previous scale expansion has been difficult to continue,there is an urgent need for urban and rural construction from extensive to intensive,from the incremental to the stock,from the ecological damage to environment friendly,from private close to sharing the all-round reform.The traditional public space is an important part of city land expansion function,in the case of land and space resources are limited,how will the non-public space into the city public space system,at the same time,to solve the non-public space and its limitation,public-private boundary management,and coordination of public and private interests,is an important the research topic.In this paper,we use the knowledge of urban planning,landscape architecture,sociology and other related knowledge to make a new interpretation of the concept,classification and function value of the non-public space under the background of the new normal stock land use.Based on the planning and construction of non-public space in New York and Hongkong as the main reference case,through summarizing the design and management of data,analysis of the construction and management mechanism,and then to non-typical sections of Guangzhou city public space for further research how object,according to the public space,building function and ownership is divided into private with the shrinking space,architectural space,street space,from non-independent covers an area of public open space,green space composite,in Huanshi Road,Guangyuan Road,Tianhe Road as the representative,a method based on non-public space function and the comprehensive value of domestic and foreign scholars,on-site investigation,site investigation and questionnaire based on the use of evaluation and analysis of non-public space and city surrounding coordination,site design,population.The research shows that the good non-public space environment,convenient way of arrival and abundant functional facilities are the important factors that influence the construction and development of non-public space.In addition,Guangzhou city's non-public space mainly use crowd for young workers and consumers,but the types of activities to work,school and shopping,the type of activity is relatively single,non-activity type richness in the public space is low,management for the group of more stringent restrictions.Therefore,the non-public space planning and management process should be clear about the relevant information and openness and other content,allowing the public to participate in the use and supervision,to reduce the pressure of public space borne by the crowd.At present,the evaluation of the accessibility,the spacious,the security,the characteristic and so on of the space is higher,and the evaluation of the opening is general.At the same time,there is a high degree of concern about the number of non-public space commercial service facilities,the cleanliness,lighting conditions,shading and greening conditions need to be improved.The characteristics of comprehensive investigation and research results,the present situation of non-planning of public space and facilities,management policies and regulations and other aspects of the development and points out some defects and shortcomings of existing,put forward from the information data for policy incentive zoning transparency and more public participation in the three aspects of optimization of non-public channel space construction planning,and from street space,space and concave sinking street reconstruction of three angle graphic site design mode,finally construct the new normal non-public space construction and management mode of planning and design,has a certain practical significance and operational policy guidance.
