Study On The Urban Renewal Model Of Overall Planning By Big Block In Metropolitan Central District Based On Space Production Theory

The renewal of metropolitan central district is a public intervention based on complex stock space.As this activity involves more complex public-private sector and community interests,we should pay more attention to the collective power,and for the public development of the city,we should as well as pay more attention to the system construction to build the platform for the balance of interests and consensus.Based on the theory of space production,this paper studies the renewal of metropolitan central district from the angle of system construction,and explores a renewal mode which accords to the characteristics of the development stage.Under the guidance of space production theory and combined with the characteristics of Shenzhen's transformation,this paper think that the provision of "collective consumption" and the active involvement of government are two key points in metropolitan central district renewal.We hereby propose the big block overall planning renewal model which is characterized by government's leading.Then,taking Baoan central area as an example,this paper makes an empirical analysis of the mode's implementation,prove the positive meaning in urban development needs and avoiding the urban dividend from overflowing.At last,this paper discusses the mode's feasibility in the aspects of capital and property rights,as well.The conclusions are as follows:First,with the depth development of the urban renewal,the public attribute of urban renewal is further revealed,so the public power should be actively involved and play a leading role.Second,the renewal mode of overall planning By Big Block is urgent and necessary in the aspects of avoiding the scattered growth,reducing the spillover of land appreciation bonus and promoting the implementation of the city strategy.Third,under the implementation mechanism of Public-private partnership,this model has certain theoretical and practical feasibility,but we must do further system construction in the aspects of property rights,capital and so on.At last,for the renewal of metropolitan central district,the planning system should be further adjusted in order to give full play to the practical value of urban renewal in the benefits balancing,which can strengthen the implementation of planning...
