The Research On Reusing Abolished Elementary School Campus For Old-age Residence

Elementary schools in Taiwan had a decreasing new student number years by years,due to the attack of low birth rate,especialy in small schools.This condition made waste of education resource,that are more seriously in countrysides and remote districts.There are only one student and one teacher in a classrooom became a commom condition,then these schools may developed to academies unification or deschooling.If we take a look at the utilization condition of the campus after deschooling,it had one fourth rate be idling,or be used casually as office of local organ,but rarely be used for tour or social welfares.The use condition of schoolhouse often violate the rule of building occupation permit.Low using frequency or idling situation become a current condition.Taiwan will become an aged society in 2017,and will be up to standard of hyper-aged society in 2025.The explosion of aged population made a high demand for senior-oriented industry,and cause a flourishingly development of private-businessed aging villages.Otherwise,it's diffculty to afford the high cost for general citizens.Art 33 in "Senior Citizens Welfare Act Law' excluded the obstacles of renting house for the aging people.Following the situation,promoting elderly housing must be the responsibility of the govement obviously.Reusinge elementary school campus as old-age residence and conducts in private-businessed management can save public resource,injects some new life into the old campus,and meeta the idea of local aging villages.Process of abandoned Schools transfer to old-age residence involved land use zoning,type of land use,and changes of building occupation permit.In the meantime,it also had the problems of law contradict for house decoration,accessibility facilities and structural reinforcement.For example,Wan-Long elementary school in Shinpi township did a simulation work as old-age residence according to their current situation.First,their result of Site Analysis showed that the old-age rate of population in Shinpi country site is much higher than the national average.There are 4 elementary schools in 7 village.The students number are less than 100 people in 3 of these schools.This condition caused waste of public resource,and it shoud be unificated or deschool immediately.Second,land and building using way of Wan-Long elementary school are limited by ‘Regulations on Non-urban Land Use Control',‘Regulations for defining and changing buildings classified use',and other related laws.Analog operation through this case can find the difficulties during changing process.We hope to attract attentions of government,then the government can simplize administrative procedures to increase willingness to participate of civil society.More then,these operation can make carriers to understand how much time and money they should invest in this industry,and they can avoid risks of sustain losses in business.Third,it can clarify particular portfolios and agendum in related government departments,offer informations to the Magistrates and their Administrative Officers,then get rid of the barriers between different government departments.
