With the rapid development of China's economy,environmental pollution problems have become increasingly prominent,for example,haze and other bad weathers are threatening the safety of national life and property.So reducing the emission of particulate pollutants has become a work focus of the government and various organizations at this stage.As a kind of coal-fired enterprises,thermal power plants generate exhaust gas containing smoke,sulfur oxides(SOx),nitrogen oxides(NOx),CO2 and other pollutants.Under the increasingly stringent environmental requirements of nation and Beijing,the upgrading project of dust removal system in thermal power plant has become a key work of the power plant.What ‘s more,how to complete the upgrading project of dust removal system in thermal power plant within limited time and fund is also the key point of the current project management in power plants.With an extensive access to domestic and foreign literatures,this paper made an in-depth study on the relevant contents and theories of project management and made a comprehensive analysis of some project management knowledge involved in the upgrading project of dust removal system in thermal power plant.On this basis,this paper summarized methods of project quality management,and constructed a theoretical system of this research.Also,this paper summarized the development of comprehensive evaluation methods,and introduced the evaluation method adopted for evaluating elements of quality management.Based on the perspective of the owner side,five first-class indexes of quality management,such as personnel factors,mechanical equipment factors,material factors,method factors and environmental factors,were constructed based on the basic elements of quality management.Then,for each first-class index,other 20 second-class indicators including management level,design quality and material quality were brought out and obtained a comprehensive quality management index system for the subsequent analysis and calculation.After the construction of the quality management index system,this paper combined with an upgrading project of dust removal system in thermal power plant for case study.Firstly,considering the management situation of the owner scored by the project participants,this paper used AHP to assign the relative importance of quality management indicators.And then the quality management effect of this project was scored.The fuzzy comprehensive evaluation method was used to analyze the management effect of the owner in the process of quality management.Finally,relying on the quality management rules of the project,this paper put forward some quality control measures of the upgrading project of dust removal system in thermal power plant so as to provide a guidance to complete the quality management work of similar projects and make this research more practical.
