Consumption of electrical power keeps rising in recent years,so is the installed capacity of fossil power units.Therefore,the investment in fossil power projects is increasing at a faster pace.Owing to the characteristics of fossil power project construction,such as extended duration and huge investment,an effective control of project cost and improved project economy have been ranked as top priorities on the agenda of fossil power project management.Affecting 60% to 70% of total project cost,design stage is so important that cost control is indispensable for achieving the established project goals.This paper begins with studies on domestic prevailing approaches to cost control during the design stage.The studies find that the quota design approach has a number of deficiencies,including but not limited to absence of consistent criteria on reference indicators;incompatibility between various regions,technical parameters,system configurations and quota indicators;relatively high complexity of value engineering in the functional analysis stage;and higher subjectivity of functional evaluation.Based on these studies,this paper aims to optimize the quota design approach.It adopts the AHP approach to select optimized system resolution,and then establish “Quaternity Management System”(hereinafter referred to as the System)in conjunction with two major management subjects,i.e.design contract management and design surveillance.The four components of the System function as follows: 1)At the very beginning of the design stage,the design entity is elected via the combination of design bidding and design competition interpretation,and the design cost is managed by the adoption of an reward & penalty system,both to achieve to the goal of design management based on design contract;2)With the application of Fossil Power Project Quota Design Reference Cost Indicators,the System utilizes the adjusted quota indicators of different technical plans as the basis of cost control.It improves the traditional quota design approaches and puts forward the new quota design management approach featuring combination of vertical control and lateral control;3)With respect to system plan and configuration,it puts forward the approach of optimizing plans based on AHP;4)The system utilize design surveillance entity to keep track of design management throughout the whole process,and it adopts incentives to encourage the design surveillance entity to perform effectively so as to improve design quality and to better control project cost.The System established in this paper is believed to make up for the absent mature management system in the design stage of fossil power projects.In the end,this paper,with application of the System in four 600 MW units in Hami Fossil Power Plant,verifies the effectiveness and feasibility of the System.
