In order to effectively control the total investment of construction projects,avoid the "three super" problem of overestimation of budget estimates,budget over budget,and budget over budget.From the perspective of the EPC general contracting mode,the two theoretical methods of value engineering and quota design are combined in the design stage to realize the mutual dialectical unity of function and cost,and obtain a reasonable mode of controlling cost and cost in the design stage to achieve optimal design.Dual goals with reasonable investment.The quota design method is the most effective method for cost control in the design phase.In the past applied projects,there was a problem that the quota awareness was not strong,the quota work was not implemented,and only the total amount of restrictions was not considered to be functional.This paper combines the principle of value engineering with the design of quotas to determine the main functions of the project,determine the maximum investment limit,and then rationally allocate the investment share.This is to optimize the design and ensure that the limit is not broken,which is very important for investment control.Firstly,according to the characteristics of cost control in the design stage of EPC general contracting mode,this paper puts forward the application of value engineering in the limit design method,and analyzes the characteristics of the two principles of limit design and value engineering.In the three design stages of scheme design,preliminary design and construction drawing design,the application of value engineering and quota design principles are discussed respectively.Finally,through the analysis of the actual case,and the verification of the optimization results,an effective technical means for scientific and rational implementation of the quota design is proposed.
