Investigation And Research On River Basin Management Model Of Yuhuan

In recent decades,the domestic and international river basin management has made great progress,and has played an important role in promoting the development of environmental resources and sustainable utilization of water resources.But on the whole,there are still some drawbacks in the basin management mode in our country,and the comprehensive management mechanism of the basin has not been established and played an effective role.Many river basin management institutions are obsolete,and the scope of management and all rights are not clear.The water resources in our country are distributed very unevenly and the problems of pollution are serious,which are hard to uniform and manage effectively.There are some conflicts and contradictions between basin management and regional management.The state of split management still exists,which leads to the "tragedy of the commons".At the same time,because of the separated department management,it is difficult to form integrated management of water supplying,flood controlling and pollution discharging.Eventually,this will led to a serious shortage of water resources on one hand,and a serious waste of water resources on the other hand.At present,most of the river basin management research is based on the large rivers,which are many administrative divisions.However,there is less research on the integrated watershed management model in a specific administrative area.The comprehensive and unified management of Yuhuan river basin has its own unique representation and reference value,because Yuhuan County is a relatively independent island City,which no basin and water system acrossing other counties,and the various natural conditions of the island.This paper selects the scope of small watershed in Yuhuan County as the research object,by summarizing the research of river basin management model and management system in domestic and abroad.On the basis of the existing basin management system,this paper promotes the sustainable development of watershed comprehensive management by researching the new management model of river basin which is fit for sustainable development strategy.This paper analyzes the present situation and problems of Yuhuan County river basin management,takes a systematic study on the comprehensive management of the river basin in Yuhuan County as to realize the sustainable utilization of water resources and guarantee the livelihood of the people,and develops the preliminary scheme of integrated watershed management.This paper puts forward the ideas and countermeasures from four aspects:the construction of institutional capacity,the construction of the legal and policy guarantee system,the construction of the system framework and the construction of the technical system of river basin governance.In order to construct a new management framework and management model of small river basin in relatively independent island city.Under the premise of taking the government as the main body,this study to realize the unified planning,implementation,coordination and management of Small Watersheds by resolving conflicts between departments.So then to promote the scientific,legal and modernity of watershed management,and ensure the harmonious and healthy development of regional society and economy.Through exploration and research,this paper puts forward a new mode of river basin management,which is based on the government management as the leading factor,the river basin management organization as the link,and the industry sector management as the foundation.It realizes the organic combination of mutual supervision,mutual restriction,mutual promotion and common development of the basin management and administrative regional management.It innovates management methods for small watersheds,and also combines the sustainable utilization of water resources and the sustainable development of regional economy.
