Study On Water Resources Management Combining The River Basin With The Districts

Water resources issue ultimately is management issue. According to national actual statutes and the needs of realizing national strategic target, allocating common resources effectively, strengthening government macro-control and implementing common management function, based on the principle of water resources united management, how to establish water resources management and protection mechanism combining basin and district which corresponding to water resources optimal allocation and effective protection is researched.
