On The River Basin Administrative Agencies With Chinese Characteristics And Some Thoughts Of Its Construction

The system of river basin management is a hot issue in the theory study.but so far, most scholars only from the system of basin management itself as a stating point, and few based on the agencies of river basin management. This article attempts to go beyond the traditional theory in the base of "the agencies of river basin management", to break the "handle different things with same method" pattern, to analyze and reveal the deficiencies and shortcomings of the existing river basin management agencies in terms of legal basis and properties from the nation and the local. Then in this article, I will try to analyze the advanced western basin management through contextualize and talk about the rational context and ideal role in the current river basin management agencies of our country. Finally, I will design the multi-level stages of basin management system in the short, medium, and long-term with the reference of characteristics of water resource and common areas between Chinese and the western social systems. Except of the introduction and conclusion, this article was composed of five chapters:The fist part describes the main status of researches on river basin management. As the base of the article, analysis for river basin management theory introduces the meaning of relevant concepts, historical evolution, organization and main functions.The second part describes and the main problems and the general reasons in the agencies of river basin management in our country. Each problem is analyzed in four aspects and tow levels, and then the reasons are analyzed and classified based on the performance of the problems.The third part is on the analysis and reference of the advanced mode in foreign, Inspirations are search to construct Chinese characteristics agencies of river basin management, through introducing and summarizing the three major river basin management of the world, analyzing their experiences in common.The fourth part is on the deep analysis of the river basin management agencies of our country and the roles. Reasonable interpretation is provided to the existing of the river basin management from our national conditions. Then, the rule problem is proposed by summarizing and comparing the abroad regime pattern.The fifth part conceives the development of route on the agencies of river basin management. Because of basin management is a dynamic development process and the existence of environment about the agencies of river basin management. To address the issue of the reform of the agencies of river basin management, the author proposes a constructive conceive of "two steps" and "three stages" to achieve integrated management finally.
