Study Of The Xiaoqing River Basin Management Strategies In Shandong Province

In recent years, with the rapid economic development, continuous increment of population, and the acceleration of urbanization process, the ecological problem is getting more and more serious in the Xiaoqing River basin. On the background of the construction of harmonious Shandong, water environment pollution of the basin leads to intensify water resources crisis and conflict between water supply and demand, cause direct influence on the development of the industry, and bring up dangers for eco-environments and human health. The control of these eco-environmental problems only need the cooperation of different departments and areas, the participation of all benefit correlation aspects, and adopt comprehensive control measures. Therefore, the study of small watershed management countermeasures is beneficial to pollution comprehensive control of Xiaoqing River basin, unified scheduling of flood. It not only has important significance to the development of the theory and practice on the management of Xiaoqing River basin, but also provides a scientific theory to achieve the objective of sustainable development in the Xiaoqing River basin.The contents of this paper are as follows:Firstly, on the base of introducing basin general situation and present situation of water environment in Xiaoqing River basin, this paper analyzed present situation of management and put forward some problems existed in the current water resources management of Xiaoqing River.Secondly, this paper constructed the framework of basin management system on vertical management to basin water resources, taking basin as a unit, based unified water resources management, according to some problems such as imperfect management system existed in the current management of the Xiaoqing River basin, on the analysis of the irrational factors such as stripe-and-block partition, using for reference from advanced experience of developed country on water resources management system.Thirdly, according to uncertain factors existed in the basin management, this paper applied adaptive management methodologies to the Xiaoqing River basin management, analyzed the difference of adaptive management and traditional management of water resources, and constructed the adaptive management system of basin water resources, in order to make decision-makers to quickly adapt to new information, increase the flexibility and adaptability in decision-making, and achieve the efficient management of basin.Fourthly, this paper put forward perfect resources management law and its enforcement system from legal guarantee, digital valley and management decision support system of Xiaoqing River basin from basin information guarantee. It deepened the essential content of basin management system and made out favorable foreground for effective management, in order to facilitate economic development and environmental protection of Xiaoqing River basin.
