As COVID-19 swept the world,the problems of low efficiency,high cost,and limited pe rsonnel presence in the traditional bidding model became more and more prominent,resulting in a strong impact on the traditional bidding market.Therefore,electronic bidding technology gradually occupy the dominant position in the bidding market.However,due to the late start of electronic bidding in China,the focus of its development is to use electronic technology to complete all aspects of bidding work.At present,the research on how to deal with the risks ex isting in the process of electronic bidding is lagging behind.In fact,the process of electronic b idding is lagging behind.There are many uncertain factors and unpredictable force majeure in the electronic bidding process.It is particularly important to study and judge the risks that ma y be encountered in the electronic bidding process in advance and avoid them in a timely and effective manner.The original intention of this paper is to decompose each link of the electronic bidding w ork based on this background,determine the two-level risk index evaluation factors according to the work tasks of each link,and combine the Analytic Network Hierarchy Process(ANP)a nd Fuzzy Comprehensive Evaluation(FCE)method.The preliminarily established electronic bidding risk evaluation system.Through the example of Gansu Province Public Resource Tra ding Network,the assumption is verified,the risk factors and the degree of influence of each l ink are analyzed,and the results with practical significance are obtained.Firstly,this paper systematically expounds the basic theory of electronic bidding,analyz es one by one according to the working steps of electronic bidding,and initially determines th e first-level risk factors based on the steps.The risk identification methods are listed in detail,combined with the first-level risk factors,the graphic analysis method and the text mining met hod are selected to identify and determine the second-level risk factors that may occur under t he first-level risk factors.Secondly,construct a risk factor evaluation system based on the determined two-level ris k evaluation factors,and conduct risk research and judgment through the Analytic Network H ierarchy Process(ANP)and Fuzzy Comprehensive Evaluation(FCE),which strongly support s the operability and rationality of the risk factor evaluation system.Finally,combined with the example of Gansu Province Public Resource Trading Networ k,the risk evaluation system is verified,which proves that the risk factor evaluation system ha s practical significance.This paper takes the risk factors that may occur in each link of electronic bidding as the o bject,uses a large number of data calculus,draws a conclusion,and combines the example of Gansu Province Public Resource Trading Network to verify the results.This provides a refere nce for the pre-judgment of risks that may occur in the process of electronic bidding,prevents minor problems,eliminates hidden dangers in electronic bidding,and lays a solid foundation for fair and just results.
