The Study On Application Of Evaluation Bidding Method In Construction Projects

At present, it has become a kind of general commodity trading that builder construction organization is determined by construction department through biddings in construction field in China which is an effective method to realize the optimal allocation of social resources. In China, People’s Republic of China Bidding Law was promulgated in 2000 and it became the most important law in bidding. The bidding of college construction is also based on Bidding Law from the beginning to the completion of the construction. It will directly affect the construction’s success and failure whether the bidding evaluation is rational. The scientific and rational bidding evaluation not only ensures the quality of the project but also reflects the openness, fairness and impartiality of the bidding. However, it exists some problems in the process of bidding currently which make the bidding result can not satisfy requirements of construction. Wherefore, the key to success of bidding is formulating a set of scientific and rational bidding process and bidding method.Evaluation bidding of construction project is a decision-making problem which contains multiple targets, so it needs comprehensive assessment. The comprehensive assessment includes two steps:the selection of evaluation index and setting weights. As a result, this article contains the following achievements:(1) Introduce the elementary knowledge of bidding and several bidding methods of construction project which have been widely used. Summarize some factors affecting the bidding of construction project and come up with problems existing in evaluation bidding methods of college construction.(2) Based on the characteristics of construction project bidding, evaluation index system of college construction has been built up from the aspects of qualification of bidders, bidding business, technology and policy. Through the instance of laboratory building A of a university i, qualitative and quantitative Analytic Hierarchy Process is applied to determine weights of each evaluation index; select Fuzzy Comprehensive Evaluation to assess the bidding methods of the university’s laboratory building A by comparing existing evaluation approaches. Only in this way can make the evaluation bidding more science and justice and also can improve the evaluation bidding level. At the same time, it proposed some suggestions and strategies about evaluation bidding methods of constructions which can provide a reference for future bidding of construction projects.
