Environment of China's rapid economic development,rural industrial structure is undergoing profound changes,their quality of life improved significantly,and the economic development of the enterprise and household appliances factory is increasing,increasing trend of consumption in rural areas.Due to the earlier construction time of China's rural power grid,voltage capacity and line load carrying capacity can not keep up with the current rural development of electricity demand,resulting in rural areas of electricity supply and demand contradiction.At present,the relevant state authorities and Power Grid Corp have introduced various policies to promote rural power grid upgrading smoothly,can enhance the ability of the escort of rural power grid transformation in the process of economic and social development.This paper takes Langfang Da Shang Tun 110 kV project as research background,based on the related literature at home and abroad to read and make a comprehensive analysis of relevant theoretical knowledge,understanding of domestic and foreign power grid innovation project evaluation;then describes the basic theory of power grid upgrading project and its evaluation.Followed by a brief introduction and comparison of various evaluation methods of scientific and effective evaluation method can be applied to the upgrading of power grids project evaluation;the evaluation method and combining the evaluation ideas,provide theoretical support for the following specific project evaluation,from the theoretical guidance in Langfang Da Shang Tun 110 kV project research project the whole implementation process.From the project,project preparation,project implementation,project acceptance,project implementation,project operation,equipment exit scheme and influence other aspects of several aspects such as the evaluation index on the basis of detailed analysis,establishes the evaluation index system of Langfang 110 kV project Da Shangtun.Finally,using the evaluation method of the degree of success of Langfang 110 kV Da Shangtun power grid upgrading projects for comprehensive evaluation and calculate the comprehensive evaluation of the project value;finally,to carry on the statistical analysis of the results of comprehensive evaluation,to find out the success of the project,summed up the project after the implementation of some of the conclusions.Through the analysis of Langfang 110 kV power project Shang Tun evaluation results,combined with the actual situation of the project and sums up some experiences,some suggestions in order to be able to project,project implementation mechanism and decision making;these lessons and suggestions are valuable wealth obtained after the completion of the project,provide important reference value to similar after the implementation of the project will.Study on the evaluation of rural technical transformation project can provide a scientific basis for investment decision of technological reform of rural power in the future,to improve the level of decisionmaking power of enterprises,and promote the realization of electric power enterprise economic and social development goals and environmental protection etc..
