Found RQC Earned Value Which Reflects Quality Demand To Improve The Effect Of Post-evaluation On Highway Project

Post-evaluation of highway project,as an effective management measure,can not only draw a scientific summary but also offer some reference value for later similar work.In the post evaluation system,the post-evaluation of highway project on construction stage is the key part.Speaking of the post evaluation,there are several methods that commonly used,they are Before and After Comparison,With and Without Comparison,Success Degree Method and Comprehensive Evaluation.However,these methods have their own defects,which are incompatible with the development of highway project,resulting in the lack of using in China's highway project post evaluation.As one performance evaluation method that comprehensively contains several factors,the Earned Value's utilities meet with the need of post evaluation in highway project,which will improve the utility of post-evaluation of highway project.According to this situation,the author intends to learn from traditional Earned Value thought,and modify Earned Value by adding the idea of RQC.The framework of this article is:firstly,based on current post-evaluation methods and the fundamental ideas of Earned Value,make a feasibility analysis of combining Earned Value into post-evaluation of highway project on construction stage;secondly,in terms of the traditional Earned Value's defects,modify it by quantifying the quality factor into Earned Value using MATLAB curve fitting program and then get RQC Earned Value;lastly,combine the modified RQC Earned Value into post-evaluation of highway project on construction stage.The author will use some case analysis to testify the effect and check if there are any problems that need to be seen when Earned Value is introduced in the post-evaluation of highway project.The main conclusions and innovative points are listed as below:first of all,because of the defects of traditional evaluation methods,post-evaluation of highway project is now facing a bottleneck,while using Earned Value into post evaluation system could be another way to break the bottleneck.Secondly,based on the explicit and implicit requirements of quality,author introduces the idea of RQC.Author quantify the correlation of quality and cost by using MATLAB curve fitting program,and get the modified RQC Earned Value,making it better suitable in post evaluation system.The last but not least,applying modified RQC Earned Value into Post-evaluation case of highway project on construction stage,can not only upgrade the accuracy and objectivity on post-evaluation,but also offer some reference value for later similar work.
