Analysis And Countermeasure On The Influence Factors Of Fog Navigation In Weihai Port

With the development of shipping industry,the number of ships soars and collision accidents at sea also increase.According to considerable statistical data,the majority of collision accidents occurred in nights or in the case of poor visibility,and fog is the primary factor causing poor visibility.Weihai Harbor locates in foggy regions of Yellow Sea.There is often the presence of sea fog,which results in poor visibility and accidents.The rapid development of Weihai Harbor boosts ship density and attracts more large scale ships,which deteriorates its security situation.The poor visibility caused by sea fog not only affects the navigational safety,but also causes huge losses to the port economy.In order to reduce the loss caused by sea fog,it is of great significance to study the safety measures for ship navigation in Weihai Harbor.Based on the actual situation of Weihai Harbor and fog navigation measures of other ports along the coast of China,this paper summarizes the influencing factors of fog navigation in Weihai Harbor.It is divided into two categories:the objective factor and the subjective factor.The objective factors include:the influence of fog on visual observation;the effect of fog on hearing;the effect of fog on radar observation and the influence of fog on speed.The subjective factors include:poor ship management;deficient nautical knowledge and skills;low mental quality and lack of practical experience.Then,AHP is used to compare the weights of these eight influencing factors in fog navigation.With the help of AHP,We obtain the weight sorting of these influence factors.It is found that the influence of fog on visual observation has an obvious effect on fog navigation,but the subjective factor is the most important.In order to eliminate the influence factor on the fog,we must strengthen the vision of personnel on watch,and in peacetime to strengthen the safety education and training,improve the level of knowledge and skills,so as to prevent fog accident fundamentally.
