Study On The Navigation Safety Of Weihai VTS Area

Weihai VTS area has the area of8nautical miles as the radius with Dahong light beacon as the center. With the development of international trade, the throughout of Weihai port is growing stably, and the tonnage large-scale trend is obvious. Meanwhile, the coastal route planning is going to be implemented; the traffic situation becomes increasingly critical. Therefore, it is necessary to study of the VTS area of navigation safety, in order to ensure the navigation safety in the waters.First, the paper summarizes development and functions of the VTS system, traffic flow of the VTS area, status quo of the VTS management, analyses the navigation environment of the VTS area, find out the hidden danger of the VTS area. Second, the author summarizes the risk control measures of the MSA,for example, dynamic management of ship in the VTS area, improving navigation environmental management of the VTS area, the implementation of Gridding Method of the VTS area, improving the VTS informatization. In the final, the paper assesses performance of the safety within the VTS area.The study shows that navigation of the VTS area is safety, but more and less there are a few hidden danger of the navigation, contradiction between social and economic benefits still influence the waters of ship navigation safety. It is suggested that governments should remove the hidden danger to ensure the safety of ship navigation.To certain extent, the study will make the weihai VTS area safer; it will also provide good navigation environment and ensure traffic order of this area. The marine traffic accidents caused by increasing vessels will be reducing gradually.
