For a long time, the maritime management is one kind of government issues.But for the reason of the low efficiency of government administration and in order to improve the efficiency,nowaday the United States and the Nordic maritime administration show a trend of enterprise administration ",which is taking full consider of administration activities on the basis of the economic value as well as modern technologies By that way the the United States and the Nordic maritime administration is significantly improved. In this regard, China’s maritime authorities should reverse the administration philosophy, change the tranditional ways which are always benefits ignorence,and improve the administrative effectiveness by using of advanced management methods and technical means.This paper based on the background of navigation traffic risk management of Sanya harbor, by taking the theory of public administration theory to analyz and discuss the marientime administration in our country,and rise up the proposal of enterprise operations of maritime administration philosophy.
