Although known as "Spring City", Jinan is facing the problem of severe water shortages, in which the per capita possession of water resources is 290 cubic meters with less than one seventh of the national per capita possession, resulting in the typical water shortage of resources of Jinan. The water imbalance between supply and demand has become a significant obstacle of the city's social and economic development. Since the east route of South-to-North Water Diversion came into force, Jinan had increased its indicator of transferring water from the Yangtze River by 100 million cubic meters, which relieved the water using stress of Jinan. However, under the existing project conditions, the transferring, storage and allocation of the water from outside are subjected to multiple restrictions, so it is difficult to achieve maximization use of water from outside. Hereto, how to use the outside water resources efficiently so as to realize the optimal allocation of water resources and improve the capacity of urban water resources will become an important part section of constructing the water ecological civilization in Jinan.This paper makes a planning study on the key water conservancy projects in the southern part of Jinan, and researches and makes a statistic analysis on the data of hydrogeology carefully, and finally reaches the conclusion that it is necessary and practicable to transfer the outside water into the reservoir in the Southern Mountain Region combining with the feasibility analysis of urban development planning, the "13th Five-year" urban water supply and demand analysis and other aspects. And then, this design chooses the best engineering route, of which the sources are from the Yellow Rive and the Yangtze River in Jiping Canal and the regulating and storage reservoir is Wohu Hill Reservoir. With a scientific and reasonable engineering construction scale, designs and analysis of the engineering projects and the comparison of them, the best route was created. Based on the foundation of this design, this paper also analyzes and calculates the possible influences of the project upon the environment and the water and soil, and proposes effective protecting measures. Finally, it has drawn a conclusion that the project is feasible, which will effectively relieve the contradiction of the water supply and demand with less environmental pollution, besides, it also has an excellent economic, social and ecological benefits which will help the city to achieve sustainable development.
