Recently as the establishment of ShanXi economic transition and great-leap-forward development strategy, the economic development speed of LinChuan county is accelerated gradually. However, the lack of water problem comes to the surface. A new water source project establishment is needed to relieve the current situation. The reservoir of XianTai designed in this paper is planed for this purpose.This article is aimed to discuss the decision of programs in the feasibility phase. The project feasibility research is the important phase in the initial stage of project design. The reservoir project which has features of huge investment, long period, complex factors and so on, is a significant facility in a country. Thus the designers are required to understand the overall situation of the project in order to make the optimal program.In previous projects, designers make decisions on project feasibility research program and its focus according to their own experience and subjective judgment. But this research method is short of scientific basis and hard to establish systematic assessment model. Thus it’s normal that error often happens, which will cause huge loss to the country. Therefore we must apply certain method to build project model and solve it. In the process of the establishment of project model there are many methods available to find the optimal solution, however, they all have some drawbacks in each method. Through deep discussion we deicide to use FAHP to set up the model of dam type and location program in feasibility research. This method can reduce subjectivity and blindness effectively. For the decision-making of complicated water conservancy project, this method has advantage than others. Then weight definition needs to be processed and a solution needs to be found. Finally the optimal program is established through rigorous mathematical approach. This method provides a new idea for completely and scientifically solving problems of dam type and location in reservoir feasibility research.
