| Adjusting the service function and improving service level at the same time is becoming an urgent need for railway freight transportation owing to the development of supply side structural reform and the intensify process of the market competition.Modern railway logistic center,known as one of the critical components of railway freight transportation system,bsed on using the current existing railway cargo facilities and equipments to carry out the circulation and processing of goods,could be able to speed up the cargo turnover by using railway network transportation capacity.The China Railway Corporation also put great emphasis on such,they issued the "The layout planning of the railway logistics bases and the construction planning of 2015-2017"[2015]No.137).Therefore,planning and designing railway modern logistics centers reasonably is very important for playing the advantages of railway transportation and improving the operation efficiency of the transportation system.Based on both domestic and foreign theories of railway modern logistics center,using the combination of theoretical and field investigation,this paper mainly studies the functional areas layout planning problem of railway modern logistics center from the following four aspects:(1)Based on the basic definitions and classification,analyzing the various functionalities,the classification of cargos,the division of the functional areas,the basic business process of railway modern logistics center,this paper points out the basic idea of functional areas layout planning in railway modern logistics center.(2)This paper describes the basic steps of forecasting the freight volume,describes the attracting scope of railway modern logistics center,designs the influence factor indexes selection method of railway freight volume based on gray relational analysis and the combination forecasting method based on IOWA operator.To be more specific,the first step is using gray relational analysis method to analyze the preliminary selected influence factor indexes and sort the strong correlation degree influence factor indexes as the influence factor indexes of the forecasting model;secondly,using the gray forecasting model GM(1,1)to predict the influence factor indexes in the design year,using the gray forecasting model GM(1,h),multiple linear regression forecasting model and BP neural network forecasting model to predict the freight volume in the design year;and then using the IOWA operator combines the three prediction methods to predict the railway freight volume in the design year.Finally,this paper describes the method of estimating railway modem logistics center undertakes the area’s freight volume.(3)This paper studies the issues of functional areas layout planning in railway modern logistics center,provides the method of calculating the areas of different functional areas,considering the existing layout planning method of the functional areas and the requirements of the functional areas layout planning in the railway modern logistics center,puts forward the modified SLP of the functional areas layout planning in the railway modern logistics center.Firstly,assuming the yard,the entrances and exits,the external factors of logistics center to be functional areas;secondly,analyzing and quantifing the logistics correlation and the detailed non-logistics correlation between functional areas;and then with the targets of the smallest cargo handling cost between internal and external logistics center,the largest comprehensive correlation coefficients between functional areas and the highest logistics center land utilization rate,established the multi-objective optimization model of functional areas layout planning in modern railway logistics center,also designed the basic steps of solving the model by genetic algorithm;finally,this paper describes the adjustment process of the optimum functional areas layout plan which applied to the actual engineering.(4)Using the theory and methods in this paper,based on field investigation the planning and designing issue of Xinzhu modern logistics center in Xi’an,made an empirical study on the issue of the functional areas layout planning,verified the research’s feasibility of this paper. |
