With Chinese social economy transformation and the increasing competition in the freight transportation market, the service function of railway freight transportation needs to be adjusted urgently and the service level needs to be improved. In recent years, in order to improve railway logistics service capacity comprehensively, the railway administrations in our country have been accelerating the construction of modern railway logistics nodes and establishing a modern railway logistics system gradually with railway transportation as the core competitiveness. Railway logistics center, as an important part of railway transportation network, is a significant platform to improve the function and to promote the service level of railway transportation. Rational layout planning of railway logistics center plays an important role in giving full play to the superiority of railway transportation and improving the operation efficiency of railway transportation system.Based on a large number of relevant literature and research results, this paper studies the plane layout planning of railway logistics center from the following five aspects in the principle of combining theory with practice:(1) This paper analyzes the development situations of domestic and foreign railway logistics centers, which provides references and inspirations for the construction of railway logistics centers in our country. The developing direction and working focus in the future are shown clearly.(2) This paper analyzes the connotation and the basic elements of railway logistics center layout planning, and the overall thought of plane layout planning of railway logistics center is presented.(3) The basic ideas and methods for forecasting freight volume in railway logistics center are designed in this paper. Firstly, this paper appraises the city comprehensive strength by Entropy Weight Method based on the evaluation index system of city comprehensive strength. Secondly, the attractive region and attraction scale of freight volume are determined by Gravity Model and Breakpoint Model. And then, with full consideration of railway freight volume influence factors, the PSO-GRNN Model and Grey Prediction Model are established to forecast railway freight volume of the city where the center is located and cities in its attractive region. Finally, the freight volume of railway logistics center is determined by analyzing the transportation capabilities of existing railway freight yards in the city where the center is located.(4) Functional areas layout in railway logistics center is studied in this paper. Firstly, the method of areas calculation is provided based on the functional areas partition. Secondly, the correlation analysis and quantification between functional areas in railway logistics center are studied by SLP method. Next, a function areas layout optimization model is established based on Genetic Algorithm. Finally, this paper establishes the evaluation index system of railway logistics center layout scheme and evaluates it by AHP-Fuzzy method.(5) Based on the analysis of the economic location of Xuzhou, the current situation of Tongshan railway freight yard and functional orientation of Tongshan railway logistics center, this paper gives out the plane layout scheme of Tongshan railway logistics center in Xuzhou using the theories and methods proposed in this paper.
