Construction Research On The Modern Service Type Of Guangzhou VTS

In order to meet the requirements of modernization and provide safe and efficient public services for port and coastal water traffic,the China Maritime Safety Administration(MSA)requires all Vessel Traffic Service(VTS)Management Centers to keep pace with the times and develop innovative ways of the VTS’s system operation to ensure the safety of navigation,improvement of port efficiency and promotion of water environment protection.At present,there is such a phenomenon,the VTS center is still stuck in the past state,using the old means and old method to operate and manage VTS,VTS’s positioning of public services is relatively backward,public service system is relatively simple,service pressure is relatively large,service model is relatively passive,these factors restrict the development of China’s VTS,Causing the VTS system unable to play a greater role,unable to provide adequate services for the majority of ships and crews.This paper takes Guangzhou Vessel Traffic Management Center as the study object,studies the VTS from the angle of modern service type,through the ways of theoretical analysis,empirical research to analyze serves status,existing problems and the need of improvement of Guangzhou VTS.On the basis above,this paper puts forward a new VTS model named modern service VTS,which is an evolution of model and concept.This paper first elaborated the various theories involved in the problem study,and then investigated and analyzed the current situation of Guangzhou VTS and its navigable environment,found out the problems.Based on the actual situation of Guangzhou Vessel Traffic Management Center,this paper puts forward some countermeasures to solve the current problems.At the same time,this paper puts forward a model of Guangzhou modern service VTS,and elaborates the proposal of modern service VTS construction.The innovation of this paper is putting forward the concept of modern service VTS for the first time and putting forward the suggestions of building modern service VTS after doing a research to VTS and using the ways of empirical analysis and the theoretical analysis to deep analyze the present situation and the problems,which is of instructive significance to the development of Guangzhou VTS system.
