A Study On Construction Of Service-oriented Maritime For Qingdao MSA

This thesis is aiming at a study on the relevant countermeasures for the construction of service-oriented Maritime for Qingdao MSA.The study chooses the maritime superintendence mode of QDMSA as the object. On the basis of reading lots of literatures, the thesis analyzes the development process from the establishment of QDMSA, the administrative resources and the maritime administrative mode by using the relevant theories after a comparison on a large amount of living examples and data, gives an objective evaluation on the ability of improving the level of public administration and service under the current mode, then comes back to analyze the problems of the current maritime superintendence mode. By comparing with the advanced modes in foreign countries, the thesis reaches the particular standards of the mode of QDMSA which is suitable to scientific development in order to provide a direction of innovation development. Meanwhile, the thesis puts forward the countermeasures and suggestions on the goal, the content, the scope, the way and the task of innovation about the service-oriented maritime superintendence mode through summing up the experience of the practice on development both at home and in abroad.The thesis focuses on the mode of the service-oriented QDMSA and comes to some practical measures on the gradual construction of the dynamic superintendence mechanism that is visible, audible and controllable with full range of coverage and all weather monitoring from the aspects of service-oriented and modern maritime administration in order to form the QDMSA mode with three-dimensional supervision, quick reaction, law enforcement standardization and administration information.Concept and mechanism is the foundation of the construction of service-oriented Maritime for QDMSA, and it is also an effective means to solve the problems during the construction. This thesis suggest that at first, we should have a correct perception of service-oriented administration; then establish the mechanisms of public feedback, diversification service and performance evaluation which is the demand of the theory of public administration as well as the only way to construct the oriented-service maritime administration.
