Risk Management Research Of ATC System

The level of the safety degree of the whole flight activities have a significant impact.In recent years,the civil aviation transportation industry developed rapidly in China, and the flight volume continued to rise. This has not only brought great pressure to ATC(Air Traffic Control) in China, but also caused many potential safety problems. The risk management as the core of the SMS was introduced to the air traffic control system, used to improve the safety status. Risk management can master the existing problems through the investigation and analysis of the ATC system running status and reduce the risk of the system on the risk identification, evaluation and control in advance to ensure its safe and smooth operation.The main important work of it is as follows:1. The operation process of the TAC system is analysed and collection of potential hazards are established by seperating the system as the flight information service report,the airport control,the approach control and the area control based on the processes method.Introducing the gray correlation analysis to calculate the correlation of each risk source and the most dangerous conditions, the hazard levels are quantified and sorted.At last,some major hazards are identified.2. The index weights can be determined by the ANP,considering the mutual influence between the evaluation indexes.Then, a gray comprehensive assessment method which is nonlinear weighting is used to assess the ATC system, conquering the uncertainty and subjectivity of qualitative evaluation model.3. Risk control strategies can be set aiming at the risk processes based on the research of the risk methods.According to the principle and classification of risk control, a optimal allocation model can be got with the method of beforehand control. Resources can be distributed reasonably by optimal allocation model. As a result,some optimal control strategies can be chosen under constraint conditions of limited resources inputting.
