Study On The Competency Of Civil Aviation Maintenance Personnel

The capacity and quality level of civil aviation maintenance personnel could directly affect the maintenance quality of an aircraft, which is closely related to the operation safety of an aircraft. Research of civil aviation maintenance personnel competency model construction method and competency quality evaluation method in order to fully and accurately grasp the aviation maintenance personnel qualification level, providing the basis for civil aviation maintenance enterprise to improve scientific maintenance personnel training mechanism and the plan, providing recommendations for the recruitment of civil aviation maintenance personnel selection and training, effectively improving the overall quality of civil aviation maintenance team and working ability.Firstly,on the basis of the work characteristics and qualification standards of civil aviation maintenance personnel and the status of civil aviation maintenance work, the quality of civil aviation maintenance personnel competency elements are extracted through document analysis, job analysis and behavioral event interview. Competency questionnaire is designed to collect data and the competency model of civil aviation maintenance personnel is established through exploratory factor analysis and confirmatory factor analysis. The model includes 4 dimensions of knowledge skills, work style, personality traits, mental quality and 18 competency elements. Secondly, evaluation index system of civil aviation maintenance personnel's competency is established and the index weight is determined by using the consistent matrix method. Thirdly, on the basis of comparative analysis of traditional comprehensive evaluation methods, to utilize SPA served as evaluation method of civil aviation maintenance personnel's competency according to the civil aviation maintenance personnel competency characteristics and actual. Evaluate civil aviation maintenance personnel's competency by calculating the five element connection number and its principal to find shortcomings and deficiencies of competency. Last, putting forward the strategies of improving the quality of the competent civil aviation maintenance personnel from the quality of mining to enhance key demand, optimizing the personnel allocation, perfect training system and feedback based on the practice of civil aviation maintenance.Quantitative evaluation of civil aviation maintenance personnel's competency based on competency model and SPA theory, providing scientific and practical ways and means for civil aviation maintenance personnel's competency. However, competence is a complex, open and dynamic system. The elements of the competency model of civil aviation maintenance personnel must constantly explore, supplement and perfect with the updating of the aviation equipment and the change of the content of the maintenance work. The research will provide guidance and methods for human resource management of civil aviation maintenance personnel.
