With the rapid development of China's economy, most of the highway are going to meet or exceed the maximum designed capacity. Therefore, constructions, extensions and upgrades of the highway should be carried out. Currently, the early constructions of the highway are accessing the peak of expansion. During renovations and expansions, occasional accidents are serious threats to the safety of workers, drivers, passengers and vehicles. Hence, vehicular traffic and road construction are two aspects of mutual restraint. However, vehicular traffic and road construction are also two objects must be achieved. This leads to many accidents which due to improper handling of the relationship between the two. Therefore, the correct and effective coordination of the relationship between vehicle traffic and road construction is important for the safety management of highway extension project.Firstly, this paper carries out detailed elaboration and research about the renovation and extension of the highway safety management theory. This paper defines the renovation and extension of the highway safety management theory and analyzes the characteristics, factors and main content. Project profile and project safety management status of the fourth tender renovation and extension of Hubao highway are introduced, and the safety management problems are figured out. Secondly, according to the five kinds of relationship which should be correctly handled and six principles which should be insisted of the project safety management, analyze and study the safety management problems of the fourth tender renovation and extension of Hubao highway one by one. Then, point out the focus of the work should be grasped. And develop a scientific and reasonable countermeasures program of the existing safety management problems. Thirdly, study safety matches of different construction stages in the fourth tender renovation and extension of Hubao highway. Finally, Bring forward measures to ensure safety managements being put in practice.
