Recently, traffic flow increase rapidly in air transportation. In order to relieve congestion and increase flight volume, more and more airports build multi-runway as their first choice.But at the meantime, runway incursion risk increase significantly, now it is real time to evaluate the risk comprehensively and take some effective control measures.First of all, according to the process method, aircrafts operate in airside can be divided into three process---landing, taxing and takeoff. Through analyzing the impact of the factors in each process, runway incursion risk evaluation indicator system is established, then using ANP to determine the weight of each indicator. The Multi-runway incursion grey risk evaluation system based on process model is built at last.In addition, several factors are considered---weather condition, the initial position, type,velocity of the aircrafts, trough analyzing the distribution of each factor, the runway incursion risk evaluation model is built based on the Monte Carlo method. Eventually, the effect of different factors on the risk of runway incursion is obtained.Finally, runway incursion prevention strategy based on process is built. Next, some runway incursion equipment is introduced. In the end, runway incursion risk control system based on 0-1 integer programming is built in this paper.
