Research On The Quality Management Of Terminal Air Traffic Control

Nowadays,with the increase of civil aviation transportation,airlines a nd passengers prefer to enjoy safer,faster and more economical air traffic control services.As a provider of air traffic service,air traffic control departments should guarantee operation safety,improve operation efficiency,reduce operation costs,and provide high quality ATC service.Therefore,in order to improve the quality of operation and promote the scientific development of ATC,analyzing,evaluating and controlling the quality of operation in a scientific and quantitative way is significance.There are many complex routes,conflicting points in the terminal area,which affects the quality of operation.Aiming at the terminal control area and combining the quality management theory,the method of terminal control operation quality management is put forward.The main work is as follows:First of all,the quality function deployment(QFD)and the network analytic network process(ANP)are used to design the terminal control operation quality management objective,and transform customer needs into quantifiable technology elements.Secondly,according to the technical elements,the evaluation index system of terminal control operation quality is set up,and two kinds of applicable quality evaluation models are put forward:The quality evaluation model based on the grey correlation degree and technique for order preference by similarity to ideal solution(TOPSIS)method and the projection pursuit quality evaluation model based on real coding based accelerating genetic algorithm(RAGA)are used.Combined with the actual operation,and the two models are proved to be reasonable,and the result of the latter model is more precise and effective.Finally,two different conventional control charts are used to control the key index of the projection pursuit quality evaluation model.And the quality evaluation value is fitted with the time series model to get the residual control chart that eliminates the correlation of data,and the residual quality control chart is applied to control the operation quality eva luation value with autocorrelation.
