There have been a significant development of civil air traffic of our country in near ten years. New, there is more than 15 percent growth in air traffic flow every year and the main air traffic flow is concentrate on the minority airports and airways, especially in Beijing area, Shanghai, Hangzhou and Nibo area, and Zhujiang area, there are more than 400 airlines everyday. The count of airlines of Beijing airport, a busiest airport in our country, is more than 600 and the max is reach to 720,so, Beijing airport have became one of busiest airports in the world. All of this lead to severe air traffic congestion, result in unsuitable air delay and ground delay, meanwhile bring on extra burden of the air traffic controller and airplane pilot. So, as for the air traffic management department, one urgent program that have to face to is: how to enhance the air traffic management, especially the air traffic in terminal area and how to cut down the flight delay.This paper is developed a algorithm to generate airplane's 4D approach trajectory, by using fourth order Runge-Kutta, based on a set of point mass equations of motion, pilot procedure and air traffic control procedure. Then to calculate the time span that airplane arrive the aim point, by adjusting descent Mach number, descent Cas and Top-of-descent point.In this paper, we also make entail research about the air traffic flow in the terminal area, and then bring forward a new plane queue sequencing algorithm: a passively insert-in style and dynamic sequencing window. Different form other sequencing algorithm, the algorithm only need to compute the plane queue in the dynamic window, which is came into being around the new arrival plane. As a result, this algorithm is good at both optimization efficiency and computation.
