Research On Resettlement And Planning Strategy Of Landless Farmers In Haxi District Under New-type Urbanization

With the development of urbanization and the enlargement of city scale, the area of land acquisitions and the number of land-lost farmers is continuously increasing. The new urbanization development strategy is put forward in 2014 according to the present situation and the tendency of the urbanization in China and the "National new urbanization plan(2014-2020)" is released in the same year. Under the new development strategy of urbanization, the resettlement for land-lost farmers received widespread attention, so the allocation pattern of the farmer losing territory is very important in the process of urbanization in our country and it needs to be processed properly and immediately. Land-lost farmer have many troubles in finding job and don't have comprehensive social welfare, so they are easy to be marginalized and cause many social problems. The key to achieve the target of development new urbanization is the allocation pattern of the farmer losing territory which not only make the farmers enjoy urban residents living condition, but also make thoughts and lifestyles urbanization. The present situation of relocation areas for land-lost farmers is surveyed so as to find allocation pattern from the material aspect and psychological aspect and provide some reference of the sustainable development problem of land-lost farmers.The thesis makes some basic research of the new urbanization and resettlement for land-lost farmers, and concludes the new requirement of resettlement for land-lost farmers as well as the current allocation pattern of the farmer losing territory in China. In addition, the thesis surveys two typical resettlement community in order to understand basic situation, the household registration system,basic public services of urban,living environment and life style of land-lost farmers, so as to find the influence factors of the resettlement for land-lost farmers and provide a basis for planning strategy and implementation strategy of resettlement for land-lost farmers in the new urbanization. In the end, the thesis establish goals for resettlement for land-lost farmers and put forward planning strategy and implementation strategy under the background of the new urbanization.
