Baotou regional wide, old city and old village, etc, to a large extent influence the specification of watt-hour meter and acquisition terminal installations, looking for meter installation position quite a struggle with low efficiency.Meter reading work is the most widely to the measuring point patrol work, the way of electric power measurement meter reading is used mostly at present is to collect meter reading and set the electric energy acquisition device, through the way of bus communication, will each meter for centralized information acquisition, processing, use MODEM or data network communication mode will bring together the meter reading information uploaded to the monitoring center. In the transmission mode, also spawned some meter reading way based on fibre channel, RS- 485 bus meter reading system, low voltage carrier meter reading system and other ways of meter application. With the development of the modernization of power system and the construction of the smart grid,the metering device should also to the development of intelligent, reliable, simple operation etc., better services for electric power marketing work task. To this end, we envisaged by meter reading to establish a measuring point location, and involves all the field work personnel to realize information sharing. The refinement of management, as well as areas to provide technical means, to the whole life of assets management, to provide technical support. Through the work on the research of the handheld GPS positioning meter reading system, establish and accumulation of watt-hour meter installation position of longitude and latitude information, can avoid the meter reading personnel due to cannot find the user and reduce the phenomenon of meter reading effect,increase the rate of the watt-hour meter real copy, by geographical location information sharing at the same time, is beneficial to other field work, such as the repair of electric energy metering device, inspection, calibration, rotation and getting rid of acquisition system of the business to target users quickly find, etc.This article first to the handheld GPS, this paper analyzes the meter reading technology implementation, designed the system hardware architecture, secondly the system involved in electric power MIS system, electric power GIS system are studied,establish the feasible scheme, at the same time and MN3801 A TMS320F28 series DSP,GPS module for handheld GPS meter reading device for the design of hardware and software.Finally, on the handheld GPS positioning meter reading of the whole system debugging work, good debugging results have been achieved.This article first to the handheld GPS, this paper analyzes the meter readingtechnology implementation, designed the system hardware architecture, secondly the system involved in electric power MIS system, electric power GIS system are studied,establish the feasible scheme, at the same time and MN3801 A TMS320F28 series DSP,GPS module for handheld GPS meter reading device for the design of hardware and software. Finally, on the handheld GPS positioning meter reading of the whole system debugging work, good debugging results were obtained, avoiding the meter reading personnel due to cannot find the user and reduce the phenomenon of meter reading effect,increase the rate of the watt-hour meter real copy, improved the level of information technology application, improve the work efficiency and service ability.
