With the rapid development of smart grid and the comprehensive development of the intelligent construction of urban and rural distribution network under the background of adcance of the national urbanization construction. Under current circumstances, the characteristics of high integration, low costs of producing and processing, strong anti-interference of the SOC indicates that the SOC technology used in electric meter solution will become a trend. In this paper, the dedign of the fee controlled of single-phase-local smart meter with Renesas company's SOC chip R7F0C004 as the main chip is a kind of single-phase smart meter which has the characteristics of high precision, multi function, strong ability of anti electromagnetic interference, low cost, low power consumption and long service life.This paper firstly introduced the what is a smart meter and smart meter classification, analysis of the status of the development of our country nowadays intelligent meter and smart meter industry development trend in the future, and to explore the SOC Technology for meter solve scheme, as well as the advantages of the SOC meter program, which leads to the design phase cost control intelligent electric energy meter SOC chip R7F0C004. Then it describes the working principle of smart meters, the overall design scheme of R7F0C004 chip based on meter. Then it elaborated the hardware design of R7F0C004 meter program of the, including the description of each module schematic design and each module principle of work, such as power supply module, measurement module, communication module, display module and so on. In the software design part of the R7F0C004 meter program first to out the module design and the system overall software design flow chart, and a detailed description of the measurement part and to achieve fee control functions of the relay control part of the software function and Realization of each module function realization flow chart. At last, in order to ensure the reliability and stability of the product, we did lots of experiments, including start-up test, creeping test, active basic error test, frequency change test, voltage change test, self heat impact test, daily time error test and error variation test and so on. In the design,we did a series tests on electromagnetic compatibility in order to enhance the product's ability to work normally under strong electromagnetic interference environment, such as electrostatic discharge immunity test, rapid passing impulse group test, surge immunity test and so on. After the test, no abnormal condition occurs, and the smart meter works normally.In this paper, the design of single-phase local charge controls intelligent electric energy meter by the State Grid Electric Power Research Institute (EPRI) scoring criteria, high stability, accurate measurement meet national grid technology requirements.
