With the continuous development of national economy, the energy is the main pillar of the national development, and the power is becoming indispensable important energy of the development national production and life. As the industrial and civil power, people’s material life becomes rich, life quality rises quickly, the demand for electricity grows more each day. Now the meter’s most charging way is through the calculation of the number of pulses to calculating energy and IC card. There are some shortcomings exist,such as the calculation precision can’t achieve higher standards, charges first and intelligent meter’s small scalability.In this paper, the design of the electric energy meter is based on the DSP intelligent electric meter. It is detailed DSP characteristics and advantages and compared with the single chip in the hardware circuit design, then identified the fixed-point DSP scheme. The implementation of the intelligent meter design is using the Fourier-transform technique and digital signal processor(DSP).The meter can complete measurement and analysis on the three-phase voltage, current, power and harmonic. It has the advantages of the high speed, real-time and strong interference.This article is mainly about the following three aspects:(1)The smart meter’s research background and value engineeringFirstly, it describes the research background, display requirements and the practical significance of the smart meter. Followed by a discussion of smart meter in the developing situation at home and abroad. Finally discusses the design of the smart meter in hardware and software and communication.(2)The implementation of hardware and software of intelligent meterIt analyzes the function of the smart meter, gives the overall design diagram, discusses the select of the core circuit, preamplifier circuit, the design of the data acquisition circuit and gives the detailed parameters of the core chip with high speed digital processor TMS320VC5402.It uses the TMS320VC5402assembler to complete algorithm, gives each module program flow diagram, and completes the design of the automatic reading theory.(3)The test error analysis It describes the error classification and definition, analyzes the device’s theoretical design precision.
