The high-speed ro-ro passenger ship’s liner between Pingtan and Taichung has been established for several years.The issue of the ship’s safe navigation has been a focus of each circle in society.As the fact of concentrated traffic flow,large numbers of fishing boats,and heavy seas in the winter in the Taiwan Strait,therefore,the navigation environment is particularly complex.In order to reduce the navigation risk and ensure the safety of the high-speed ro-ro passenger ship and its passengers onboard,risk level is evaluated by doing research on the traffic environment of the high-speed ro-ro passenger ship cruising via the Taiwan strait,the hydrogeological and meteorological features and the ship itself’s characteristics.To evaluate the navigation risk of the high-speed ro-ro passenger ship via this line efficiently,firstly,the evaluation index is determined by using the questionnaires,secondly,the weight of the index is acquired by Analytic Hierarchy Process method combining with the data statistics and analysis,finally,the conclusion is achieved by using the Fuzzy Comprehensive Evaluation method on the comprehensive evaluation of the risk of the navigation via pingtan to Taiwan.The research work indicates that the risk of navigation on this line belongs to lower risk interval and declines to general risk interval.The evaluation result matchs perfectly with the real situation on this line.To further reduce the risk of the navigation,several measures is put forward to alleviate the risk thus ensure the safe navigation via pingtan to Taiwan.
