Tunnel construction is a high-risk project which has large investment, long-construction period, a large number of items, complex technique and many unknowable factors. Especially construction of sub-water tunnel is hot and difficult keypoint among the tunnel engineerings, which risk evaluation and scientific elusion measure is essential to make.Technical risk model of construction of sub-water tunnel was only studied in the dissertation, which theoretic results have been applied to Liuyanghe tunnel of Xiangjiang Road. The main content of this dissertation includes follows:1) The theory about risk management of sub-water tunnel is expatiated combining with the characteristic of construction of sub-water tunnel.2) Difficulty of construction and risk characteristic is expatiated, some risk identification and weight methods are hereby brought forward.3) Many risk evaluation models have been expatiated, and two risk evaluation models that fuzzy synthetic layered evaluation (FSLE) model and monte-carlo (MC) model are especially expatiated. And then the applying area, excellence and disadvantage of each model are compared.4) Technical risk of construction of Liuyanghe tunnel is evaluated based on the aforementioned theory. The risk grade of every layer and the whole is calculated by FSLE model, and the probability distribution by MC. And then the two estimation results are compared.5) The risk controlling measures of various familiar risk affairs are brought forward. And the counterplans meeting an emergency which aims at the paroxysmal collapse and rushing water of Liuyanghe tunnel is put forward. Finally the whole supervision counterplan of the construction risk is as well as put forward.
