The evaluation of embankment and bridge scheme in the newly-built passenger dedicated railway bases on the AHP, introducing genetic algorithm to the calculation of weights. This process provides policy makers better choices of the railway scheme.The existing fuzzy comprehensive evaluation and calculation of weights had a certain effect in the application, but due to the information asymmetry in specific terms, the process has a large limitation by neglecting objectivity of the index weights. Genetic Algorithm advantage lies in the optimization of the overall effect, allows the weight of evaluation index system more in line with the reality of the scheme. Firstly, on the basis of previous studies, the influencing factors of scheme evaluation are analyzed and determined systematically and roundly. Secondly, the evaluation model is established on the basis of fuzzy theory and AHP. At the same time, Genetic Algorithm is applied in the calculation of weights in the evaluation model.This paper firstly expounds the basic theory of genetic algorithms and makes clear the process. Secondly, the evaluation indexes of embankment and bridge scheme in the newly-built passenger dedicated railway will be analyzed, and the evaluation index system is established. Thirdly, a detail statement is made, which is from the evaluation and decision-making process of the scheme, with the calculation steps in it.Finally, with the example of the new JingShi railway, the fuzzy synthetic evaluation model for embankment and bridge scheme is established, the influencing factors are synthetically evaluated, and according to the result the railway route scheme is appraised. The result of the example certificates the process of evaluation and decision-making from a more scientific point. The calculation steps show that this evaluation system and calculation method meet the demand of decision-maker.
