Research On The Risk Management Of Y Port Facility Security

The Y Port,which is located in the heart of Bohai Sea and East Asia economic zone is the closest port in Northeast China Region and eastern inner Mongolia,the second largest harbor in Northeast China Region and one of important the China Coastal Hub Ports. Once there are some serious security incidents or the port facilities are attacked by terrorists, not only the security of the ships in the port will be influenced but also the trade and the economic benefits in Northeast China Region and eastern inner Mongolia will be affected, which may also create social panic and cast the bad influence on the local economic development and the life of the residents.The aims of carrying out the security assessment of the port facilities are to analyze and predict the possibility and the consequence of the potential security incidents, to determine the risk level and judge if some new security measures should be taken and the effect of it should be assessed.This paper is divided into four chapters.The chapter one mainly discusesses the aims and significances of the security risk management research of the Y port and points out that the risk matrix should be adpoted to assess the security risk of the port facility and simply understand the main elements and compositions of the port security assessment.The chapter two mainly states the relevant basic theoretical knowledgement,including the concept of the risk, the recognition of the risk and the assessment of the risk etc.The chapter three mainly amis to make good assesssment of the possibility and the consequence of the potential security incidents through the recognition of the potential security events and finally to confirm the special protection of the property infrastructure, to make a reasonable division of the particular location, to recognize the safety loophole and the weak link, to predict the type of the security events of the port, and to determine the risk level and influcing factors of the event.The chapter four mainly aims at the influcing factors and goes on to reduce the risk of the port facility and ensure the stable and safe production of the portc through three aspects: the upgrade of the security contact and communication system, the improvement of security risk control, the reduction of measures and the reinspection of risk.
